"This new policy allows us to be honest with our residents and, more importantly, with ourselves. When a Class IV road floods, or a legacy culvert gives out, we're not pretending we have a quick fix. Halvorson noted a "statistically significant 37% increase" in "until further notice" events, making the policy a "realistic and fiscally responsible adaptation."
Under the new directive, any road or public utility deemed "non-immediately critical to the core fiscal solvency of the township’s operational budget" will now automatically be designated with the "until further notice" status upon incapacitation. This applies specifically to the "Class B Peripheral Access Routes" (CPARs) and "Seasonal Aquatic Bypass Avenues" (SABAs), which comprise nearly 30% of the township's total unpaved network and 70% of its annual "water-related traffic impediment" incidents. The policy is expected to reduce administrative overhead related to damage assessments and repair estimates by an estimated 17% per annum.
